Issues Impacting the Appraisal of Texas Oil and Gas Producing Properties

  • Is the projected production rate and decline in line with historical reality?
  • Does the appraisal’s discounted cash flow consider the methodology for statutory oil and gas pricing?
  • Is the estimated annual lease operating expense a realistic cost that accounts for inflation?
  • Have occasional capital expenditures like workovers been taken into account?
  • Are there any undisclosed well failures that the appraiser might not be informed about?
  • Is the appraisal using the accurate working interest decimal ownership?
  • Do the equipment salvage values encompass future expenses for good abandonment and site remediation?

Rodger Kret

Managing Property Tax Consultant

The reason I joined ITC was not only because of their excellent reputation but also because my background and experience seemed to be a perfect fit.

I bring with me extensive domestic property tax knowledge gained during my 33 years with the Chevron Corporation in both representative and managerial roles. My in-depth knowledge of relevant laws, regulations, compliance procedures, valuation concepts and appeal requirements was instrumental in producing results and maintaining successful client relationships across a broad swath of upstream, midstream, and downstream functional areas.

In addition to my executive responsibilities at Chevron, I held multiple leadership positions on the Texas Oil & Gas Association’s Ad Valorem Committee, including Chair of the Legislative Subcommittee for ten years.

As a former student at Texas A&M University, I participated in the Corps of Cadets and Aggie Band while earning a Bachelor of Science degree in Petroleum Engineering. I hold a Senior Property Tax Consultant license in Texas.

I look forward to being a valuable member of the ITC team and serving its clients for years to come.

Elizabeth May

Office Assistant

“I provide an important cog in the wheel called The Office. I jump in to help where and whenever assistance is needed. I plan to earn a Bachelor’s degree in marketing from Texas State University.”

Vickie Maldonado

Property Tax Analyst

I had been looking for a position in a reputable property tax firm that was right for me, my background and my skill set. Lo and behold, I found the right fit, after careful analysis, in Industrial Tax Consulting, Houston.

My background as a practice administrator previously overseeing more than a dozen employees and being instrumental in assisting with the preparation and submission of State Tax Appeals in over 50 Texas counties in addition to providing research of assessment values rendered me an ideal candidate for what ITC was looking for.

I will be providing administrative support to the team to ensure that our clients receive the best and most accurate information aimed at reducing their property tax bill.

My responsibilities will also include, among others, the coordination of litigation filings and deadline management. I am looking to grow and learn at ITC.

Background

My experience spectrum is fairly broad ranging from having been manager at a large tax group to having worked as an assistant principal secretary at a high school to honing my customer relations skills as a sales consultant with an international cellular phone service provider.

Trudie Nguyen

Property Tax Analyst

I am thrilled to have joined ITC as a property tax analyst. This position will afford me to expand my already considerable experience in a variety of fields. Not only am I used to being a team player I am also self-motivated to thoroughly research a client’s case to uncover any detail that can provide a tax advantage.

My previous inclinations included stints as a general manager of a company which prepared me to deal with and understand every aspect of running a business to being a property administrator in another to having been a partner in my own business. I discovered my interest and knack for detailed analyses early on in my first exposure to the real world when I worked as an analyst intern.

In my capacity at ITC, I have now come full circle doing what I can do best and I am one step closer to obtaining a property tax consultant license.

Educational Background

After Pre-Med education at San Jacinto College, I attended University of Houston graduating with a BBA degree in Finance where my main focus was Commercial Real Estate. To acquire a Certification in Commercial Real Estate, I completed related courses such as Real Estate Analyses and Valuation, Real Estate Law Principles, Real Estate Development, and Multifamily Investment courses. I also joined Shadow Program and Summer Educational Program sponsored by large Commercial Real Estate companies and CREWNetwork Houston to be exposed to research and market analysis in conjunction with CFOs and asset management teams.

Jessica Rosete

Industrial Property Tax Assistant

My move to join ITC was a deliberate one representing a significant switch from accounting to a tax-oriented career future. I couldn’t have made a better choice as I am working with an experienced team of consultants in a firm with an excellent track record and reputation. What do I bring to the table? To start, I have developed a strong sense of the importance of customer service. That includes paying attention to administrative details and clients’ needs which complements my ability to pay close attention to details.. At ITC I also focus on the intricacies of the latest tax software, NOVs, protests, hearings and other important facets of tax consulting.

“Let me just say, as my title implies I make sure everything runs smoothly, and on schedule. Which includes tax calendar maintenance, a vital component to the compliance team. I also manage client relations to ensure they stay informed and happy.”

Alex Babcock

Property Tax Analyst

First of all, what attracted me to ITC? I wanted to specialize in something related to real estate that also involved building relationships with clients. ITC is a small firm which I also liked. At ITC, I can assist consultants with front- and back-end tasks in addition to keeping track of appeals deadlines, creating detailed reports on upcoming hearings and handling document requests from county authorities. I am confident that my background in finance and my natural analytical abilities will be valuable assets to ITC’s current and future clients.

Professional Qualification

The years I worked as a financial analyst at Imubit, LGI Homes, Morningside Capital and Daumas Realty confirmed my interest in developing in-depth knowledge and expertise in the areas of corporate finance and commerical and residential real estate. Becca Pantalion

Tax Analyst

I made the move to ITC because it presented me with new challenges and the opportunities I was looking for. I also liked ITC’s philosophy and ambition to strive for the best results possible in reaching maximum tax savings for its clients. I thoroughly analyzed and liked their track record in that regard. In my previous career history I developed extensive expertise in real commercial property for clients nationwide which, I am convinced, will make me a valuable asset at ITC. A major component of my responsibilities at ITC will be to investigate, research, collate and analyze facts and evidence to support clients’ cases in appeals. I intend to build on that strength and develop others as I gather more experience.

Professional Qualification

My previous roster of employers allowed me to develop proficiency and skills ranging from acquiring property data, analyzing it and creating evidence prior to submitting documentation following tax protocols for counties in 40 states. I also beta-tested and provided feedback for new software designed for the property tax industry to handle high volume. Additionally, I appealed high-volume, low-value properties with a team portfolio of 15,000 properties for a total revenue invoice of $250,000 in just 10 months. I am about to acquire the Texas Tax Consulting License (June ’22).

Education

I attended the University of Mary Hardin-Baylor, Belton, TX and graduated Summa Cum Laude with a Bachelor of Political Science with a Spanish minor. My related coursework included constitutional law, international organizations and international political economy. To round it off, I took Spanish for Careers and Advanced Oral Communication for Spanish. The following are also worth mentioning: I am a Pi Gamma Mu Honor Society of Social Sciences member and a Weatherby Endowed Scholarship recipient.

Kyle Hanson

Senior Tax Consultant, Fort Worth

Working at ITC as a tax consultant is a natural progression from my previous functions the last of which was as a registered professional appraiser at Prichard & Abbott over the last 10 years. The experience there steeled me for the work ahead as a consultant in a highly competitive and contested market environment as did years of working as a lead tech and damage investigator.

At ITC I will do my utmost to achieve the maximum tax reductions possible for clients based on thorough and detailed analyses of any given case until it reaches a successful conclusion through negotiations which could include appeals or litigation. I concur with ITC’s philosophy that no company should pay more than their fair share of property taxes.
